H1B Visa stamping in Canada.

My H1B petition was approved in 2020 (Consular Processing). I am currently in USA on L2 Visa and was unable to travel to India due to covid situation and limited visa appointments. (I have applied for EAD as well but it is taking forever).

My question 

- Can i travel to Canada to get my visa stamped for the first time? (I do not have any work or study history of USA or Canada)

- Is there a way that my petition can be changed from Consular processing to Change of status?

Contact  your employer/attorney to file an amendment so you do not have to travel to India due to COVID situation.

Start with an employers attorney. And possibly that H1b is gone because beneficiary usually starts  employment on October 1. If your employer still has a job for you, it might work.

Yes you can file change of status.

US consulates are not allowing anyone for Third National to get a visa interview/stamping in Canada. You will have to try to go to Mexico or something country. But check their web pages as things are changing very fast.

No, with my personal experience, consular processing from your home country is the only way when you are changing to a new Visa type, atleast that was the case when  I changed from L1B to H1B in 2018.
