Visa stamping from H4 to H1B (Change of status)

Hi,

I was working in US from past 6 years on my H1B visa, also i have my I-140 approved. Based on which i applied for my H1B extension in March 2019. Meanwhile because of some emergency i had to fly back to India. During that time when i was in India i got an RFE on my H1B extension. After few months i had to join back my family back in US , so i flew back with H4 visa(dependent). Then i provided all of my paperwork for RFE for my company, and i got back my H1B petition approved.

Now, what should be the process to have my H1B stamping done , so i can join back my work? Could this be done from any other country , other than my home country?
