H1B employee approval notice part has been lost

Dear All,

 

My employer received the Appoval Notice from USICS, He ripped employee part( bottom part of the notice) and sent it to me by USPS first class mail without any tracking number.

 

Its almost 1 month and haven't received it yet. Now he is saying to get the duplicate copy.

 

My question is can I apply directly for the duplicate copy or it should be filed by the employer only?
