H1 extension after H4 EAD

I am on 7th year of H1 B extension based on my I-140 approval which was approved for more than 180 days with employer A and now considering changing to H4-EAD.

 

1. Can i change back to H1B after a year from H4 EAD to H1B and request H1B new/extension based on my previous I140 approval from employer A ??? If yes, can any employer apply for H1B new/extension or only employer A ??

2. Will this H1B  come under H1B yearly quota limit ??
