H1B cap exempt based on previous unused, expired visa

Hi,

 

Could you please clarify my below query - 

 

Employer A had filed H1B visa in India and the petition was approved with dates 11/03/2012 to 11/02/2013. The visa was stamped but I did not had chance to travel and so I left the organization. The H1B visa is expired now.

 

Employer B is processing H1B visa and told that I'm eligible for CAP exempt based on the previous approval notice. When I checked the status of the petition filed by previous employer, it is showing as "On October 16, 2013, we revoked the approval of your case... ".

 

My question is whether I'm eligible for CAP exempt or should I go for fresh H1B filing.

 

Please help me with the required information as I have to decide the next steps.
