Salary pay to new H1B employee based on LCA

Hi,

 

I am in India and an employer from USA is sponsoring H1B for 2016-17 year. In offer letter, he mentioned that the salary would be $80,000. But, he is saying that, he will be start paying the salary only after i got job with one of its clients. Till then he said he will provide accommodation and daily expenses for food and transportation. I came to know that the employer has pay the salary as per LCA from the day 1 i came to USA and reported to office as per labor rules.

 

1. Is it correct what employer said that he wont pay unit i get a job with one of his clients and only provide an accommodation and other expenses?
