Submitting I-140 while converting existing H1B extension to premium

While entering the country in 2015, I got I-94 validity as per my passport expiry date instead of visa end date. Due to this I had to file for H1B extension before receiving by approved 140. Now I have received by approved 140.My question is: Can I now submit by I-140 approval document while converting the existing H1B extension to premium so that I can get 3 years extension.
