H1B to H4 visa transfer while H1B is still in processing

Have a question on my wife's H1B status. her H1B period completed on August 1oth 2015, we applied for extension on July 31st 2015 and still waiting for approval. Wanted to know if we can apply for H4 transfer if we are waiting for H1B extension.

Still it is technically ok to apply for COS from H1 to H4 though you are waiting for decision on H1 Extension.

 

You have to submit the H1 extension receipt.

 

In case if you get any RFE for COS you can submit H1 extension copy( by the time you may receive it as right now its taking 8 8 months approx)
