H1B CAP EXEMPT / UNUSED H1 B / TRANSFER AFTER 7 YEARS of H1-B APPROVAL

1) I Received H1B Approval on 2007 through Lottery system. 
2) Got VISA stamped. 
3) Arrived in USA in on Feb 2008. I received I-94 slip at Port of Entry. 
4) Reported to employer 
5) Due to some urgent personal reasons, i had to urgently leave US after 2 weeks of my Entry in USA. 
6) I had submitted my I-94 slip while taking return flight out of USA.

Till Date i have not traveled back to USA nor approached my employer. 

My H1B is un-used. 

Since, I did not use my 3 Years of HI-B Approval. Can i still Apply for a Transfer for a New employer and come to USA ?

Yes, an employer can file a cap exempt H1B petition and on approval you are eligible for 6 years - time stayed in US on H1B status.
