Candidate not responding during recruitment process

Hi Folks

 

Please help me on this :

 

My employer starts the PERM process for me, and we posted the job outside, got some resumes on the job posting. One of the candidates, we can't reach him, he is not responding by phone or mail. We had multiple attempts, all failed.

 

In this case, do we have to keep trying and get him connected and then fail him? Or we can go ahead and preparing filing for my case?

 

 

My HR told we have to wait for another 4 month and then do another job posting, starting it over again..

 

I just want to understand is there any way to get the case running, without waiting for another 4 months?
