what follows immediately if I get J1 waiver with NOS?

I'm J1 holder as Research Scholar and not at any form of work. what should immediately follow if I get J1 waiver with "NO Objection Statement? Do I need to apply for I-140 and I-485 while I'm processing J1 waiver? What do I need to fulfill to apply for I-140?

You are talking about GC. You need an employer to file an employment based GC or eligible for GC based on national interest waiver or outstanding ability. Talk with an attorney.
