Tourist Visa For my nephew

Hello all,

I have a question regarding tourist visa for my nephew. My brother has tourist visa since 2013 and my sister-in-law's visa was denied in 2014. We are planning to reapply for her visa. However, we wondering 
1) If my brother should accompany my nephew to consulate since he has a valid visa?
2) Or should my sister-in-law should accompany my nephew and both of their visas should be applied simultaneously?

Which option will maximize our chances.
