I believe for this matter we need to be a Permanent resident having GC approved. Would it be easier to adopt a child domestically if we are a permanent residents of USA? Link to comment

Adopting a child who is a US citizen is obviously way easier. The problems are only with intercountry adoptions. Link to comment
