What should be the country of residence in customs form for a first time entry on H4 visa?

Hi Gurus,

 

My spouse on H4 visa will be travelling to the US for the first time next week. In the customs declaration form, there is a "Country of Residence" field. I am confused if she should mention it as US as she plans to reside in the US or should she mention it as India as it is her current country of residence.
