Tourist Visa for parents

Hi , 

 

I am on F-1 Visa (on OPT ). I have completed my masters in a year.

I have invited my parents for my graduation. But their application got rejected 3 times(Last December 2014). 

 

I have a brother who is on H-1B now. Can my brother invite my parents on Visitors Visa.

 

Problem is when i invited my Parents(which eventually got rejected) , Their application says that they only have 1 son in US. There is no information of my brother who is on H1-B now on their visa application.

 

1. Will it create any problem if My brother invite them . ??

2. What are the steps needed to avoid rejection. ?

 

Any sort of inputs are highly appreciated.
