MTR/Appeal after h1b denial

My petition got picked up in lottery 2015. After responded to RFE , I got the denial of h1b petition. In the denial it was mentioned that there is no evidence to show proffered position meets the specialty occupation. In RFE response, attorney submitted expert opinion letter with past work experience, education into consideration and it is extensive letter of 10 pages.

 

Also submitted some relevant documents and job duties description. are these not enough to approve the petition? my employer attorney looking to file mtr/appeal on my case. which is best mtr or appeal ? My petition was processed at CSC.

MTR will not give you any legal status and it takes lots of time.
