Who should send RFE

Hi,

 

UCSIS sent a letter to my address and under my name asking for present job duties and position. Also USCIS sent me an envelop and asking me to use it for the response.

My lawyer said he should send the RFE but I do not feel good if he send as USCIS asked me to send that with a specific envelop.

What is the correct approach? Lawyer send RFE or I send RFE with that envelop?
