H4 EAD Application against approved I-140 from Previous Employer

I had approved I-140 from my previous employer with priority date as 05/06/2013. I changed my job in 01/2015. My Previous I-140 is still active. My current employer will file my PERM again in December 2015.

1. Can I apply EAD for my wife against my approved I-140 from previous employer? 

2. Will EAD be valid if PERM will be filed by my new employer and will be approved subsequently ?
