H1-B Tranfer, Lawyer advised company against converting to PP

Hello,

My application was submitted for H1-B transfer by my new company on June 10th.  The application status online on case tracker is "my case received".

 

The lawyer was very confident that the transfer should not take more than 2 months, and so he advised the company to not file for premium processing.

 

It is now 2 weeks past the 2 months processing time, so the company decided to pay and convert the case to PP.  However the lawyer told them that converting the case right now might extend the application process timeline even more.

 

 I have two questions:

1) Would anyone be able to explain to me how will converting to PP right now increase my case processing timeline?

2) Is is normal for USCIS to take this long to approve transfers?

Probably s/he is not a genuine attorney. 15 calendar days to get a decision if upgraded to PP.
