OPT withdraw

i was applying for OPT at 6th july,2015 electronically and make a payment. Then go to school 7th july they issue I20. suddenly my DSO tell that few days ago one for the student denied her OPT because of her application date is before I20 issue date. So they aksed me to withdrawn my application. And call USCIS for withdrawn application they asked me a letter of withdrawn. And send it to them 8th July.

Now im waiting my withdrawn letter for reapplying. Im ready to apply again. my opt time is running out. What should I do now? Waiting for the letter? Or apply again? I called USCIS several time they told me they dont know anything. When i want to try to check my status it show  this
