In Dilemma for Visitor visa

I am US citizen. I filed I130 for my wife and Its been 2 months. I received receipt notice, but its not approved yet. We lived just 3-4 days together after marriage. I had plans to visit her on Karwachauth Fasting(30th October) which is very important for married women as per Indian culture. but, I work govt job for insurance in obamacare. And open enrollment for obamacare insurance is starting on November1,2015. So, its impossible to get the vaccation during this peak time. its very painful to not to be with wife on first Karvachauth. I was wondering,

1.what are chances of her getting any Visitor visa?

2. If there is a chance, what category of tourist visa should she apply

3. If without considering the possibility, we apply anyway, and it gets denied, will it have any impact on her immigration?
