Project Manager files in EB3

I have 3 years of Bachelor Degree from Indian University, and 2 years of Diploma via Distance Learning..10+ years of IT experience. I know that this qualifies for EB3. However, is there a rule that if job designation is "Project Manager", then GC cannot be filed under EB3?

There are two important factors for EB category

1. GC job roles and responsibilities

2. Your eligibility for that job.

 

Both factors has to be met for any EB category.
