Department of State cases

Does anybody know how department of state work on the cases?

I'm concerned because my case is still pending since June 16th, when was the date they got my NOS, but there are a couple cases that already got their favorable recommendation and they got all their papers together couple days after mine. Their case number is before than mine, I wonder if they take them according the case number even though their papers are receive later.

If anybody has any idea I'll really appreciate it.
