Travel to US in H4 during H1B is in process

Hi,

 

Am planning to travel to US thru my Spouse H4 visa.

1) Shall I apply for H4 visa when my H1B is in RFE.

2) Will there be any issues in my H1B petition as its in RFE now during my travel to US.

3) Shall I come back in October for H1B stamping if its gets approved mean time.

My H1B New is in RFE now. Do I need to wait till my H1 final status from USCIS before applying H4 ?
