how long it takes to have hard copy from DOL for certified PERM case

Dear all, my employer told me that they can see that online that case is certified for PERM on 6/10/2015. Till date(7/1) we have not yet received hard copy from DOL.

1 how long it takes normally if someone have any idea about it ? 

2 can we get digital copy any how and start i-140 application ?
