H4 to H1 and then to H4 Visa Stamping in Jamaica

My wife entered US with h4 visa. Then changed to H1 and working now. We plan to change her status to H4 and then get EAD. Applying for COS is going to take 3-4 months, so We thought of going for stamping as her H4 already expired in 2014. 

Is Jamaica allowing such cases now? She is going for the same status as she entered US last time. But she has COS in between. As per their website, if you are seeking to enter in same status as entry before, you should be able to attend VISA stamping in Jamaica. But confusion is with her current status. 

Anybody had this kind of situation?
