H1 to H4 petition is with USCIS, can we go for stamping in India ?

Hi,

 

     We applied I-539 to convert from H1 to H4. USCIS received the petition on March 2, 2015. It is more than 3 months and didn't receive any update from USCIS. When contacted them they are saying the officers are working on the applications arrived on the date. Contact us in a week. Its been 2 weeks, I am calling them and getting the same answer.

     We want to go to India. Can we go for H4 stamping in India, though the petition is in pending status with USCIS ? As it is H1 to H4, I am bit concerned.

Yes, it is fine to approach an US consulate for a H4 visa stamping.
