Temporary suspension for premium processing - what should people who need change of status do ?

So USCIS sent a publication out saying that it's temporarily suspending all premium processing for H1B extension of stay petitions

MY case : I am currently on F1-B (had an 6 H1B before - so i don't fall under the CAP) & just got a job with join date of 1 month from now & hence wanted to file an H1B (COS from F1 to H1)

 

Now can i still file H1B in premium ???  I need premium processing as in COS cases you can't work before H1B is completely approved

 

And no company is going to wait for July 27th / 3 months for someone to join them

 

Any suggestions what to do ???

Premium processing remains available for all other Form I-129 H-1B petitions, including petitions subject to the H-1B cap that are requesting a change of nonimmigrant status or consular notification.
