H-4 stamping need to be done in home country?

Hi all,

 

Can some one advise me in the following situation. I am recently married where my wife works in Australia. If she wants to appear for H-4 visa, does it need to be done in India only or as she is working in Australia can it be done in Australia.

She can get it done at an US consulate in Australia as she is on a work visa.
