reinstatement denial

hi all, 

 I applied for reinstatement of F1 Sevis on november 1st 2014 and got a denial notice on april 1st 2015. So my current school DSO asked me to go for F1 stamping again inspite of my visa being valid till dec 2016. Can anyone please tell me if I need stamping or I just need to re enter USA ? I am currently doing my 2nd semester at Harrisburg university, I started my school at harrisburg on october 17th 2014 after my sevis was terminated while I was studying at IUPUI. I was studying in IUPUI till may 2014 before I took a transfer to Harrisburg university. My sevis was terminated while I was at IUPUI on feb 10th 2014. Please let me know.
