I think so. I've created a DS-160 but have not submitted it yet. I then went to canada.usvisa-info.com and created a profile. You need a DS-160 number to do it but you don't have to have it submitted nor do they ask for the LCA number as they did before. They show the next available appointment in all Canadian consulates and nothing is available for me.

 

I will probably go down the Mexico route, plenty of availability there.

fairdincum -   Please be aware that Mexico allows renewals in the same category only.  If you have a E-3 visa stamped (valid or expired)  you are eligible for Mexico.
