PIO / OCI conversion

Just starting a new thread to streamline the new directions / regulations regarding Person of Indian Origin (PIO) scheme that was withdrawn and replaced with the Overseas Citizen of India (OCI) scheme. Under the original ordinance all PIO cards were deemed as OCI cards and all PIOs were deemed as OCI.

 

Recently there has been some confusion regarding the following:

 

1. CKGS has mentioned in it's website that all PIO cards be converted to OCI cards. Conversion is voluntary until June 16th. Nadatory after June 17th.

 

2. An e-mail to Indian Embassy in DC seeking clarifications only elicited the advise that PIO cards be converted to OCI at the earliest.

 

I am trying to figure out the following:

 

1. What's the difference between the voluntary and mandatory conversion?

 

2. Can (valid) PIO cards be still used for travel after June 16th?

 

3. Where should one apply for the PIO / OCI conversion? Based on the Government of India guidelines the application has to be submitted at the place where PIO card was issued. By CKGS it has to be applied at current jurisdiction. Any experiences?
