Travel to India when DOS decision pending before return on H1B

Hello, 

 

Would hugely appreciate assitance with my questions.

 

I'm a physician on a J1 visa (DS-2019 expiration: 6/30/15) applyling for J1 waiver, DOS decision is pending after receiving CONRAD-30 state letter 1 week ago, New employer will file H1B petition once favorable recommendation received from DOS. 

 

I wish to travel to India before starting my new job and want to come back on H1B to start new job. 

 

When can I plan to travel?

Should I wait for DOS recommendation? 

Should I wait for J1 waiver and H1B petition approval by USCIS? What is the timeline for this from USCIS usually?
