Can my current wife get a visa to USA if I owe US government in child support payments?

I have a dual US / Uzbekistan citizenship and after my first marriage fall I returned to Uzbekistan in 2013 and got married again in 2014. I have been making ongoing weekly child support payments for my kids in USA but I'm very behind with my payments, I owe almost $20K and would like to return to US with my current wife. Can my current wife get a visa to US if I owe government?
