Timelines for proposed changes (Immigration Reform)

I realize that no one would have an exact answer to this but given all the changes announced for holders of approved 140 (EAD/ AP), spousal EAD etc., is anyone aware of when these changes will actually come into effect?

 

Also, once the changes to come into effect, how long would it take for USCIS to process EAD etc., for approved 140 holders? I presume that it'll be easier to change jobs and port GC process over to the new employer once these changes are enacted. 

Please advise if you have any info on these..  If you do not have any info, please do not speculate. I am aware that there is a lot of advocacy occurring on the hill on these subjects currently and just wanted to see if anyone close to that agenda is on this forum and able to shed some light.
