H4 to F1, can it be done from India?

Hi,

I am on H4 visa. If I get admission in a MS course in USA, and if I have to go to India before applying F1 visa, can I apply the F1 visa from India?

If yes, and if my F1 visa gets rejected in India, then I may have to come back to USA on H4 again. In such case, will there be any problem while entering USA again?

Finally, can I apply F1 visa again in USA by sending the documents?
