H1B filed in 2008; not used; cancelled by employer; Can this be reinstated now?

My H1 filed in 2008 and it never was used. Later my H1 was cancelled by the employer.

 

Can this H1 be reinstated now by filing H1b extension; exempt from cap? If so how soon I need to do this?

You are cap exempt and an employer can file a cap exempt H1B petition anytime.
