Jamaica new rules - not clear - please help

Hi,

 

I have an appointment next week for H1B stamping.

 

I booked this date during Sept 2014.

 

I did not receive any email / notice about cancellation.

 

As per the site,

"Effective October 31, 2014, Embassy Kingston does not accept interview applications from third country nationals for the following visa categories and cases:"

 

Is this for applicants who apply after Oct 31, 2014 are not accepted ?

 

or

 

Is this for applicants who have appointment after Oct 31, 2014 are not accepted?

 

 

Did anyone go for stamping after Oct 31, 2014?

 

 

Please help.
