H1B Stamped in 2007, never travelled, Can I get CAP exemption for 2015

Hello,

 

1.    I got my H1B approved and stamped in 2007 from company-A

2.    I got my L1 approved and stamped in 2008 from company-B

       My H1B visa is stamped with "Cancelled without Prejudice"

3.    I had travelled to US in 2008 on H1B visa

4.    I had never travelled to US on my H1B

 

 

I want to travel to US on H1B(petition approved in 2007)

Can I get H1B CAP exemption ? Petition # EAC-06-157-53650

 

Please help me on this regard. I want to visit US with my old petition/old visa(H1), Can I visit, if so Can I reuse the H1B petition ?
