L1 to H4 COS

Hi, 

I am on H1B and i am in process of transferring my visa to another employer. 
My wife is on L1B and working. Her visa expired start of this month and she is continuing working on I94 which is valid till Dec 2016. 

1. Can we initiate my wife's COS from L1 to H4 transfer now or do we need to wait for my approval to come? 
2. Once we initiate her H4 transfer, can she quit immediately based on USCIS confirmation or she need to wait for the receipt or until the H4 transfer is completely done?

Thank you for the reply. Does she have to go back to India and get her H4 stamped or can she stay here and get the Change Of Status?

She can file a COS by filing form I-539, supporting documents and fee whenever she wants.
