When can I go for my H1B stamping?

Hi,

My H1B was approved in May 2014. My opt extension last date was June 30th but since my H1B was approved my F1 (opt) status got extended till September 2014.

My H1B starts from October 1st 2014. I am currently in US working as a contractor. I would like like to know

a) when is the earliest I can go for stamping? ( I am planning to go in October to Canada or Jamaica)

b) do I have to go to my home country(India) only for stamping?

c) I heard I have to wait for at least 3 pay stubs after my H1 starts to go for stamping. Is it true?
