H1b transfer - what actions can a employer take if I don't join with them?

Hi, Requesting your advice on my situation. I am on H1b visa and I got offer from a new employer and he paid my H1 and H4 transfer with PP fee ($5000). it got approved last week but I do not want to join with them because my current employer has done something good for me. Is the new employer is going to threaten me to pay for the legal fee of $5000 if I don't join with them? Also, I gave two checks (without any name filled) for the amount of $5000 as a security deposit to them prior to h1 transfer. I knew it is illegal to pay for my H1 transfer so I recorded all the talking with my employer on my phone as a evidence. but I am worried if he is going to deposit it even if I cancel it that will lead to check fraud. Please let me know you suggestions
