Software Engineer to Engineering Manager on H1b

Hello Forum,

 

I have heard that it is very difficult for people who entered as software engineers on H1b to become managers while still on H1b.

They say that such a promotion creates problem with their green card process.

Is that true?

 

Is it not possible for a software engineer (having green card being processed in EB2) to become a technical manager and then file for green card again in EB1 category?

I think it would be much easier (since one could upgrade to EB1).
