H4 to H1 travel to india

I have seen many posts regarding this same question and I understand that H4 visa holder can travel to india once H1 petition is approved with COS.

My question is can they return any time before october 1st like september 29th or it has to be 21 days before october 1st?

You can return anytime before Oct 1st on H4. But, on H1B you can enter US not more than 10 days before H1B start date.
