F2 Rejected 3 times and applying H4 for my wife after approval

Hi,

I am on OPT extension now. I still have 10 months of OPT period. I applied F2 visa for my wife 3 times and she got rejected. The visa officer told the reason you don't have sufficient funds even i showed 20,000 in my bank account statement and also my wife have all my payslips for last 6 months.

I am applying for H1 now and want to bring my wife on H4.I have couple of doubts please help me.

1. Can i apply H4 for my wife after i get H1 approval notice ?

2. I don't have the tax return copies of 2011. Is it better to wait until i get the W-2 copy till Jan 2012 and apply for H4 ?

3. Since my wife got rejected 3 times on F-2 what are the precautions we need to take..
