NORI certificates: Indian Embassy followed by WRD

After filling the online DS3035 and getting the barcode, Can I submit the NORI certificates and relevant documents to Indian embassy first followed by sending courier to WRD, St. Louis, MO?

Is this the only address of WRD for all states:

Can I pay the fees by cash at Indian Embassy?
