You can but you will need to withdraw your current application. And, a change in US consulate location is not going to change anything. Link to comment

t75 Posted June 18, 2014 Report Share Posted June 18, 2014 You may not apply at another consulate; all consulates follow the same rules. Late arrival for school is unacceptable. Professors expect you to be in class from the first day. Defer. Notify the DSO of your situation. You may need to defer for more than 1 semester depending on the length of time for processing. And, you may be denied a visa based on the outcome of AAP. Link to comment
