H4 to F1 COS

Hi,

 

I am currently on H4 and applied for H1 this year but haven't received any update yet (neither the receipt nor the package). I have been accepted to a reputed university and have the required paperwork to file for F1 now. My question :

1. Can I file for H4 to F1 COS when the H4 to H1 is still not certain ?

2. If I file for F1 and receive H1 receipt as well then -

    > Will it conflict each other ? 

    > Can I withdraw F1 COS while it is under processing ?

    > What status I will be in if both petitions are accepted ?

 

Bottom line is I want to analyze the complications (if any) and then decide if I want to go ahead or not.
