RFE of change of status from H4 to F1

Hi all,

I applied to change my visa status from H4 to F1 and received the following inquiry in RFE from USCIS:

1. Correspondence - Any Other Correspondence Evidence 
Impact on Foreign Residency-
Submit a statement indicating what the impact of additional time in the United States will have on your foreign residence, your job, your home, and your family.

I am wondering what they mean by this. Can anyone help? Anyone heard of this in the past?

For an F1, you need to have a residence abroad that you will return to.

This is well-known. It is in the law.
