My mother and stepfather live in Switzerland, my mother almost has her Swiss citizenship and my stepdad already does. My sister has obtained her US citizenship and she wants to petition both of them. I spoke to a lawyer and she stated that if my parents were married while my sister was a minor, then she can petition my stepdad directly. My parents got Married in March 2006, at the time, my sister was 18 years old. Does this law apply only to those who are 17 and under or 18 and under? Does the law stop having effect the day she turned 18 or the day she turned 19? Is there any way around this so that we could bring them both together?
